On an official meeting organized by the board of National Association of Municipalities in Republic of Bulgaria with the Deputy Prime Minister, Meglena Plugchieva, and representatives of all ministries responsible for the implementation of operational programmes Mister Chakarov announced that supports the proposal for establishment of public register of municipal projects under operational programmes. Chakarov expressed his consent for the necessity of project information to be publicly available and all project data, including the time of project submission, the time and the results of its evaluation, and eventual notes to it to be included in the Register.
The Mister declared that the task of the Ministry of Environment and Water is to start the actual projects' construction works under Environment operational programme in September and October. "We are ready to complete the Technical Assistance Call for proposal for water sector construction works investment projects elaboration on May 8", announced Chakarov. "At the moment we collect project proposals under two other procedures – for water sector construction works and for waste management technical assistance. We will soon open waste management construction works tender procedure", reminded the Minister.
Chakarov used the opportunity to appeal to municipalities to be more active and not to repeat the problems with the projects under ISPA programme – not working actively at the beginning and at the end "to attack" the programme for fast completion, not to lose funds....published on 20.05.2008
On a working meeting between the Prime Minister, Sergey Stanishev, the Vice Minister, Meglena Plugchieva with the administration team responsible for the absorption of EU funds for agriculture, held yesterday was announced that the other 19 measures under Rural Regions Development Programme will be opened till July 30 this year.
The Deputy Minister of Agriculture and Foods Dimitar Peychev, and the Director of the State Agriculture Fund Dimitar Tadarukov also took part in the meeting. The Prime Minister underpinned the significance of mobilizing all efforts to overcome the lagging with SAPARD programme till the end of July. During the next weeks will be held three agricultural programmes audits by Brussels: between May 26-30 is the audit of SAPARD program, between June 9-13 - the audit of ISAK, and between June 16-20 - the audit of Rural Regions Development Programme.
An important task before the team, responsible for the absorption of EU agricultural funds, is the enhancement of administrative capacity, announced Sergey Stanishev. With his order issued at the end of last week was formed a work group бе, run by Vice Minister, Meglena Plugchieva. Till the end of this month the group has to outline measures for strengthening of the administrative capacity of the structures and the departments, responsible for the management of the EU funds.

More than 150 projects under Measure 112 Establishment of Young Farmers' Farms and above 90 project under Measure 121 Modernization of Farms have been received till the moment under the Rural Regions Development Programme. This information was announced on the first press-conference delivered by the new agricultural minister.
The two measures were open for application on April 7. The project application documents can be presented at any time until depletion of resources allocated for this measures for this year. More about the requirements and the opportunities for financing could be seen in our section CALLS....
